Sindh Launches Digital Collection of Property Transfer Tax

Karachi: The Sindh government has started collecting Immovable Property Tax (IPT) through the Board of Revenue’s e-Stamping platform, which is operated by the Sindh Information Technology Company (SITC). The announcement came during a ceremony at the office of Local Government Minister Nasir Shah, where an agreement was signed between Sindh Bank, National Bank of Pakistan, and Bank of Punjab in collaboration with the Board of Revenue and the local government and IT departments.

The move aims to digitize property transfer tax collection across Sindh, improving transparency, efficiency, and reducing corruption. β€œThis initiative will enhance transparency and help eliminate corruption,” said Nasir Shah. He added that the tax collection system at the local council level is being fully digitized and simplified.

The new system links local governments, the Board of Revenue, and three banks through a unified online platform. This integration is expected to make property transfers faster, easier, and more transparent. Direct collection of stamp duty and other taxes will also strengthen local councils financially.

Since SITC took over the e-Stamping system in September 2025, the platform has processed over one million challans and generated more than Rs18 billion in revenue through 431 bank branches across Sindh.

SITC CEO Zainulabedin Shah said the digital infrastructure already used for e-Stamping is now being extended to municipal tax collection, ensuring greater convenience for citizens.

Under the new mechanism, IPT (calculated at 1% of the property value) will be generated automatically along with the e-Stamping challan, eliminating the need for a separate challan.

This agreement marks a major step toward fully integrating property transfer tax collection with digital systems, streamlining payments and boosting reliability.
